Here, as in PHIL 9059, this functionally-impaired beagle was confronted by a series of steps, which it was about to descend, in this 1978 image. With a broken right rear leg that had been set in a cast, this photograph illustrated how a diverse user population needs to be taken into account, when designing public walkways. Human beings of all types and in all states of mobility, as well as animals, must be considered in order for a functional walkway to be classified as universal in its usability, and functionality. Note the steeper steps in PHIL 9058, which this mobility-challenged beagle found daunting, and therefore, unable to conquer.
