This 1976 photograph demonstrated the water flow through this Texas irrigation drainage ditch that had been compromised by a build-up of trash dumping and vegetation. Stagnant irrigation pools like this one, can act as breeding grounds for hundreds of thousands of mosquitoes, if the larvae are allowed to stand for a few days. This region was part of a Centers for Disease Control and Prevention (CDC) investigation focusing on the minimization of risks of vector-borne diseases in water resource developments. All water treatment plants must meet U.S. Environmental Protection Agency (EPA) standards.
