Schultz, DVM, MD, DCMT, FACP, standing outside what was the Health, Education and Welfare (HEW) building, located in Washington, DC. Dr. Schultz was in Washington in order to receive the USPHS Meritorious Medal of Honor, which you can see displayed here on the left side of his chest.
