This visually-impaired woman was using a walking stick in order to extend her reach enabling her to detect obstacles in her path. Using a sweeping motion was able to forewarn her of objects, like this phone booth, as well as changes in terrain. You can see how taking into account impairments, makes the process of designing these publicly accessible environmental surroundings challenging, but necessary.
