In this 1978 image, a functionally-impaired beagle was confronted by a steep roadside curb, which he was attempting to climb. With a broken right rear leg that had been set in a cast, this photograph illustrated how a diverse user population needs to be taken into account when designing public walkways. Human beings of all types, and in all states of mobility, as well as animals, must be considered, in order for a functional walkway to be classified as universal in its usability and functionality. Note the similar situations involving the same dog, and its interaction with the steeper steps in PHIL 9058, and shallower steps in PHIL 9059.
