Seated at the bottom of an outdoor stairway, this 1978 image depicted a beagle with a broken right rear leg, which had been set in a cast. This illustrated how a diverse user population needs to be taken into account, when designing public walkways. Human beings of all types, and in all states of mobility, as well as animals, must be considered in order for a functional walkway to be classified as universal in its usability, and functionality. Note the lower steps in PHIL 9059, which the mobility-challenged beagle was able to engage with much less difficulty.
