Description:This historic 1937 photograph showed a paper plant's sewer outlet as it was emptying its contents into the Rainy River, seen from the International Falls, Minnesota side of the river.
It was one of a series of instructional pictures used by the Minnesota Board of Health to train the state's public health workers. The focus of the images and the accompanying training effort was on protecting water supplies from bacterial contamination due to the discharge of industrial waste and municipal sewage.
