This historic 1937 photograph, showed a paper plant's sewer outlet, as it was emptying its contents into the Rainy River, seen from the International Falls, Minnesota side of the river. This was one of a series of instructional pictures, used by the Minnesota Board of Health to train its state public health workers. The focus of the images, and the accompanying training, was on protecting water supplies from bacterial contamination due to the discharge of industrial waste and municipal sewage.
