Note the industrial outlet, as it was emitting waste into Mississippi River in Minneapolis, Minnesota. As one of a series of instructional images, used by the Minnesota Board of Health to train its state public health workers, the purpose of the photographs, and the accompanying training, was focused on protecting water supplies from toxic contamination due to the discharge of industrial pollution.
