This historic photograph depicted a gathering of fish coming up for oxygen inside a fish house constructed atop a frozen lake. The picture was taken at Lake Merion, near Brownton, Minnesota, on February 3, 1936, and was offered as evidence that pollution of the water had occurred. This is one of a series of instructional images used by the Minnesota Board of Health, used to train its public health workers. The focus of the images and the training, was on protecting water supplies from bacterial contamination, due to incorrect disposal of waste, including sewage that might foul ground water, rivers, lakes, and streams.
