This November 9, 1977 photograph was taken during a Senate hearing on the Center for Disease Control’s (CDC) handling of the 1976 Legionnaires' disease outbreak. Seated at the table to the left, facing the senate panel were, from left to right, CDC Deputy Director, Dr. Walter Dowdle, CDC Director, Dr. William Foege, and Special Pathogens Branch Chief, Dr. David Fraser. Members of the senate panel included, among others, Senator Edward M. Kennedy, and Senator Richard Schweiker.
