This 1976 photograph depicted four men, who were in the process of constructing a dike and weir, as part of the Wheeler Project in Utah during the mid-1970’s. This site was part of a Centers for Disease Control and Prevention (CDC) investigation focusing on the minimization of risks of vector-borne diseases in water resource developments. All water treatment plants must meet U.S. Environmental Protection Agency (EPA) standards.
