The upper right arm of this individual had received a subcutaneous cholera vaccination injection, which led to the inflammatory response you see here, interpreted as a typical site reaction. This image was captured during a 1966 study, conducted in order to determine the efficacy of using this subcutaneous method of delivering a cholera vaccination, in a population where one quarter of the recipients would react in this manner.
