This was a display of whole tilapia that had been set atop fresh ice cubes. These fish would be purchase by consumers, then filleted onsite, and wrapped by experienced fish handlers. Sometimes, a consumer would buy a fish such as this tilapia, and do the cleaning at his home, just prior to cooking.
