From left to right, standing alongside the former President, was Health Commissioner, David Lakey, of the Texas Department of State Health Services, and Steve Boedigheimer, a Centers for Disease Control and Prevention (CDC), Senior Management Official. In this particular scene, the three men were discussing the emergency operations, which were underway after the natural disaster.
